Mechanicsburg, Pennsylvania — A letter signed by former Cumberland Valley School Board President Brian Drapp seeks to legally resolve a staff employment conflict of interest amid an investigation into the CV cheerleading program.

Drapp explained that two cheerleading coaches are being protected and granted preferential treatment because they are the spouse and daughter of current CVSD School Director, and Chair CVSD Athletic Committee, Bud Shaffner.

The status of the coaches employment has become under scrutiny as the cheerleading program is being investigated by the Pennsylvania Human Relations Commission following complaints of bullying and hazing.

The attached letter to the CVSD Board and Administration articulates the current violation of CVSD Policy and PA Law concerning the illegal and unauthorized hiring of the head coach and assistant coach, who are currently under PHRC investigation.

Why doesn’t CV have to follow the law? Is this an issue handled by the county DA or the state agencies?
